ADB Country Director for Uzbekistan. Ms. Malvicini leads ADB operations in Uzbekistan and supervises the development and implementation of the bank’s Country Operations Business Plan for 2019–2021 and the Country Partnership Strategy. The plan and strategy aim to support the country’s long-term development needs through infrastructure investment, human capital and private sector development, and improved regional integration and social inclusion. Prior to this appointment, Ms. Malvicini was ADB’s Deputy Country Director and Officer-in-Charge for Uzbekistan. From 2007 to 2014, she worked as a Water Resource Specialist in ADB’s South Asia Department, and until 2017, she served as Project Management Unit Head, where she managed policy dialogue; designed and managed infrastructure projects in irrigation, integrated water resources management, and flood management; and led climate change programming for several countries. Ms. Malvicini graduated from Cornell University in New York in 2000 and Wheaton Graduate School in Illinois in 1988. She has Master’s degrees in agriculture (water resources management) and intercultural studies.
Over 16 years’ experience of specialising in PPP and advising and leading development of PPP programs for the governments of UK (HM Treasury), Bangladesh (PPP Office, Prime Minister’s Office) and Uzbekistan (PPP Development Agency, Ministry of Finance) in addition to private sector PPP transaction advisory experience (PWC, UK).
Over 20 years’ experience in working for both the public sector and the private sector in structuring and delivering infrastructure transactions and assessing and applying project and portfolio risk mitigation solutions.

Mr Erk Ozbelge is a Board Member and CFO at PPP Experts. His responsibilities include investment sourcing and strategy setting, underwriting, asset and portfolio valuation, investor relations, project finance and general M&A advisory.
Prior to joining PPP Experts, Mr Ozbelge has assumed leadership positions as Country Director of GE Real Estate in Turkey, President of Limak Real Estate Group and Managing Director of GAMA Real Estate where he has lead multiple real estate development projects and investment transactions (retail, office, residential, healthcare asset classes) worth in excess of 10 billion USD. Mr. Ozbelge is a Certified Public Accountant (US) and received a B.S. in Management from Bilkent University and M.B.A. from Columbia University.
Matthew is the Head of Infrastructure Policy at EBRD, providing advice and structuring for the Municipal Infrastructure and Transport sectors. Previously, he was Senior Urban Transport Specialist at EBRD from 2007-2013, where he focused on both private and public sector urban transport project structures in line with the Bank’s mandate, involving over 50 individual projects across some 20 countries in Eastern Europe, Russia and the CIS and Turkey.
Arvind Mayaram has a PhD in Finance and is a Certified PPP Specialist. He was earlier the Finance Secretary of India. He has been the Alternate Governor of India on the Board of World Bank, ADB and African Development Bank. He was India's finance deputy in G20 and BRICS. He was also on the Board of the Reserve Bank of India and the Securities Exchanges Board of India. He was India's chief negotiator for BRICS New Development Bank and co-chair of the Framework Working Group of G-20.
In the Indian State of Rajasthan he worked, in addition to several other assignments, as Investment Commissioner, Secretary Industries & Commerce and Tourism Secretary. He has also had experience of senior management positions in several public sector enterprises.
He has been instrumental in several major initiatives in the area of investment, infrastructure development, Public Private Partnerships and institution building. He spearheaded the establishment of the framework for mainstreaming PPPs in India and accelerated the process of including newer areas for PPPs.
He has worked extensively in the field of infrastructure finance. He also designed the first PPP module for delivering infrastructure in the rural areas deftly combining infrastructure asset creation and delivery of services with private investment in economic activities and skill development for the poor and an integrated education and skill certification programme for school dropouts.
He was Vice President of the World Association of Investment Promotion Agencies (WAIPA), formed under the aegis of UNCTAD, UNIDO, FIAS and MIGA for two terms in early 2000. He has been an investment promotion expert with the UNCTAD for several years and his expertise in the area of PPPs is internationally acknowledged.
He has undertaken a large number of missions for the UN agencies in several developing countries such as Sudan, South Africa, Fiji, Ecuador, Uzbekistan, South Africa, Cambodia etc. and has led several foreign economic negotiations on behalf of the Government of India at sub-cabinet level strategic economic dialogues with countries such as the USA, China, the UK, Japan and South Korea.
He is an institution builder. He was one of the founder members of the World Association of Investment Promotion Agencies (WAIPA), a multilateral organisation. In addition to many other important initiatives in building institutions, he conceived of the unique public private partnership structure for Project Development Company of Rajasthan (PDCOR) and National Skill Development Corporation and the National Skill Development Trust, the foundation stones of the National Skill Development Mission in India.
Nasser specializes in structuring, negotiating and financing infrastructure transactions in the form of public private partnerships, privatisations and joint ventures. His sector focus is social infrastructure and his portfolio boasts several landmark projects. His varied career has exposed him to unparalleled experience in many aspects of business operations management, from start-up to steady state.
He has facilitated the formulation of strategies and their delivery; he has undertaken intricate advisory assignments; and he has led the origination and negotiation of a range of complex transaction. Nasser holds a BSC in engineering from UCL, a MSc in construction economics and management from UCL and a Masters in Finance from London Business School. He is a chartered civil engineer and a member of the institution of civil engineers and a Fellow of the Chartered Institute of Arbitrators.
John Davie, our chairman, is a visiting professor at the London Guildhall Faculty of Business and Law. He served as chairman of the UK Government’s Advisory Group on Public Private Partnerships for two 3 year terms and as a member of the UK Financial Services Sector Advisory Board. He is a past Chairman of British Expertise and a founder member of UK Islamic Finance (UKIFS).His background is in project management with extensive international experience of finance and management. Mr Davie has considerable experience in business planning, financial analysis, change management and creative management processes. He has a detailed appreciation of the Middle East, Africa, China and Central Europe.
Kudratov Laziz Shavkatovich was born in 1981, in Tashkent. He graduated from Tashkent State Institute of Oriental Studies and Hosei University (Japan).
Previously, Laziz Shavkatovich worked in various positions in the Ministry of Foreign Economic Relations, Investments and Trade. He was the Advisor on trade and economic issues to the Embassy of the Republic of Uzbekistan in the United States of America. The, he was employed as the Director of Uzinfoinvest Agency for Information Support and Promotion of Foreign Investments. Since February 19, 2018, he was appointed the First Deputy Chairman of the State Investment Committee of the Republic of Uzbekistan. Since January 28, 2019 to the present time, he is the Deputy Minister of Investments and Foreign Trade.
Tashkulov Akbar Djurabaevich - born on September 21, 1971 in Jizzakh region. Education - higher education, lawyer. In 1994 he graduated from the Tashkent State Institute of Law.
He began his career in 1994-1995 as a senior consultant at the International Legal Department of the Ministry of Justice of the Republic of Uzbekistan.
In 1995-1997 he worked as a chief consultant of the Department on preparation and legal expertise of draft legislative and regulatory acts of the Ministry of justice of the Republic of Uzbekistan, in 1997-2000 - head of the Department of legal work in the national economy, in 2000-2002 - head of the Department of classification of legislation and legal information, in 2002-2003 - head of the Department of legal work in the national economy, in 2003-2005 - head of the Department of legal protection of foreign investments and enterprises with participation of foreign investments. In 2005-2013 he worked as the head of the Department of Justice of Surkhandarya region, in 2013-2017 - the head of the Department of Justice of Syrdarya region.
In accordance with the Resolution of the President of the Republic of Uzbekistan dated August 28, 2015, A.Tashkulov was awarded the honorary title “Honored Lawyer of the Republic of Uzbekistan”.
In accordance with the Decree of the President of the Republic of Uzbekistan dated April 19, 2017, No. PP-2905 A. Tashkulov was appointed as the Deputy Minister of Justice of the Republic of Uzbekistan.
Jurabek Mirzamakhmudov was appointed First Deputy Minister of Energy. At the same time, he preserves the post of Director General of the Agency for Development of Nuclear Energy “Uzatom” under the Cabinet of Ministers of Uzbekistan.
In 2001, Mr. Mirzamakhmudov (born in 1979) graduated from the University of Alabama (USA) and in 2005 – the Tashkent Institute of Chemical Technology.
Previously, he worked as head of the Information-Analytical Department for development of the fuel-energy complex at the Cabinet of Ministers. He has held the posts of Deputy Chairman of the SJSC “Uzkimyosanoat” and Deputy Minister of Economy. Since June 2018, he has been heading the agency “Uzatom”.
Ziad has 38 years of experience in international finance, investment banking, socio-economic development and public policy. He has worked for global investment banks and lived in the US, Europe, the Middle East, Latin America and Africa. Ziad is a leading global expert on Public-Private Partnership also a member of the boards of multinational companies, professional associations, United Nations bodies, and youth- and educational organizations.
Eng. Hannoura is a PPP procurement and contract management professional, with all-round business experience mainly gained from working for the multilateral Organizations since 1997 (USAID 1 year then the World Bank for 9 years) as a Management Information System (MIS) then Information Technology (IT) and procurement expert, where extended to full Project Management, Financing and Contract Management in the MENA Region.
Eng. Hannoura worked as a deputy general manager, Business development Director and Vice President for different Regional and Local Organizations with a strong direct to customer's experience in addition to 4 years as the planning Director for a reputable Pharmaceutical company working in Egypt. Such variance provided high exposures in senior and broadly based wider commercial aspects such as legal, logistics, sales and distribution, experience in business aspects in the Egyptian and Middle Eastern markets, as well as the implementation of total business and technology solutions, which was coupled by broad exposure to various cross-functional commercial and corporate affairs.
Pratish focuses on PPP transaction advisory services at ADB and brings over 10 years of experience in investment banking, management consulting, and operations in the infrastructure and communications sectors. Before his current role, he conducted risk and bankability analysis for project finance transactions across Asia at ADB's Office of Risk Management, and led ADB's corporate recovery unit which focuses on restructuring and workouts of infrastructure loans. Prior to joining ADB, Mr. Halady was a manager at Macquarie Capital in New York, advising clients on PPPs, debt and equity financing, M&A, and restructuring.

YOU UNDERSTAND AND AGREE THAT THE PPP EXPERTS SERVICE IS PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS AND THAT PPP EXPERTS DOES NOT ASSUME ANY RESPONSIBILITY FOR PROMPT OR PROPER DELIVERY OR RETENTION OF ANY USER INFORMATION OR COMMUNICATIONS BETWEEN USERS. PPP EXPERTS ASSUMES NO RESPONSIBILITY FOR THE ACCURACY OR EXISTENCE OF ANY COMMUNICATIONS BETWEEN USERS. PPP EXPERTS EXPRESSLY DISCLAIMS ALL WARRANTIES OF ANY KIND, WHETHER EXPRESS OR IMPLIED, INCLUDING, BUT NOT LIMITED TO THE IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE AND NON-INFRINGEMENT.
PPP EXPERTS MAKES NO WARRANTY THAT: i) THE PPP EXPERTS SERVICE WILL MEET YOUR REQUIREMENTS, ii) THE PPP EXPERTS SERVICE WILL BE UNINTERRUPTED, TIMELY, SECURE OR ERROR-FREE, iii) THE RESULTS THAT MAY BE OBTAINED FROM USE OF THE PPP EXPERTS SERVICE WILL BE ACCURATE OR RELIABLE, iv) THE QUALITY OF ANY PRODUCTS, SERVICES, INFORMATION, OR OTHER MATERIAL PURCHASED OR OBTAINED BY YOU THROUGH THE PPP EXPERTS SERVICE WILL MEET YOUR EXPECTATIONS AND V) ANY ERRORS IN THE SOFTWARE WILL BE CORRECTED
ANY MATERIAL DOWNLOADED OR OTHERWISE OBTAINED THROUGH THE USE OF THE PPP EXPERTS SERVICE IS DONE AT YOUR OWN DISCRETION AND RISK AND THAT YOU WILL BE SOLELY RESPONSIBLE FOR ANY DAMAGE TO YOUR COMPUTER SYSTEM OR LOSS OF DATA THAT RESULTS FROM THE DOWNLOAD OF ANY SUCH MATERIAL.
NO ADVICE OR INFORMATION, WHETHER ORAL OR WRITTEN, OBTAINED BY YOU FROM PPP EXPERTS OR THROUGH OR FROM THE PPP EXPERTS SERVICE SHALL CREATE ANY WARRANTY NOT EXPRESSLY STATED IN THIS USER AGREEMENT.
SOME JURISDICTIONS DO NOT ALLOW THE EXCLUSION OF CERTAIN WARRANTIES OR THE LIMITATION OR EXCLUSION OF LIABILITY FOR INCIDENTAL OR CONSEQUENTIAL DAMAGES. ACCORDINGLY, SOME OF THE ABOVE LIMITATIONS MAY NOT APPLY TO YOU.
The User Agreement constitutes the entire agreement between you and PPP EXPERTS and governs your use of the PPP EXPERTS Service, superseding any prior agreements between you and PPP EXPERTS.
Limitation of Liability
YOU EXPRESSLY UNDERSTAND AND AGREE THAT PPP EXPERTS SHALL NOT BE LIABLE FOR ANY DIRECT, INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL OR EXEMPLARY DAMAGES, INCLUDING BUT NOT LIMITED TO, DAMAGES FOR LOSS OF PROFITS, GOODWILL, USE, DATA OR OTHER INTANGIBLE LOSSES (EVEN IF PPP EXPERTS HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES). SOME JURISDICTIONS DO NOT ALLOW THE EXCLUSION OF THE LIMITATION OR EXCLUSION OF LIABILITY FOR INCIDENTAL OR CONSEQUENTIAL DAMAGES. ACCORDINGLY, SOME OF THE ABOVE LIMITATIONS MAY NOT APPLY TO YOU. IN NO EVENT WILL PPP EXPERTS'S TOTAL CUMULATIVE DAMAGES EXCEED U.S. $100.

You agree not to display or use these trademarks in any manner without PPP EXPERTS's prior, written permission. The section titles of this User Agreement are displayed for convenience only and have no legal effect.
